| The Redevelopment Agency of the City of Santa Clara generally
meets every Tuesday following the 7 p.m.City Council meeting,
in Council Chambers at City Hall, 1500 Warburton Avenue.
The Redevelopment Agency of the City of Santa Clara was
created through City Council ordinance in 1957. It is legally
and technically a state agency existing under the Community
Redevelopment Law of the State of California. The Agency exists
as a public body, separate and distinct from the City, and
is activated for the purpose of redevelopment of blighted
areas of the state, identified by appropriate proceedings
set forth in the Community Redevelopment Law. The Santa Clara
City Council serves as the Agency Board of Directors and the
City Manager serves as Executive Director. Agency Members

| Santa Clara has two
Redevelopment project areas - the Bayshore North Project, and
the University Project. The Redevelopment Agency also administers
a Low and Moderate Income Housing Fund. |

| Bayshore North
Project |
| Major projects in the
Bayshore North area have included the Santa Clara Convention
Center Complex (location of the Santa Clara Convention Center,
the Westin Hotel, and the TECHMART office building) and Great
America Theme Park (now California's Great America). The Redevelopment
project has also funded major infrastructure including the Tasman
Drive Bridge over the Guadalupe River and expansion of the Convention
Center by approximately 24,500 gross square feet. Capital projects
remaining in the Bayshore North project area include the construction
of a new parking structure to serve the Convention Center. |

| University Project

| The University Project
Area was established in 1961 as a traditional urban renewal
of eight blocks of what was, at that time, Santa Clara's downtown.
By 1988, the redevelopment of the Project area was completed.
The first phase of that redevelopment, the Franklin Mall project
completed in 1966, needed revitalization. The City of Santa
Clara and the Redevelopment Agency, through a Cooperation Agreement,
provided funding for the renovation of landscaping, signage
and parking lots in the City-owned common areas of the project,
re-named "Franklin Square." |

| Housing Funds |
| In 1989, the Redevelopment
Agency established an Affordable Housing Fund to provide financing
assistance for various programs and projects in the City of
Santa Clara that provide affordable housing opportunities for
low and moderate income households. From 1990 through 2003, the City of Santa Clara and its Redevelopment Agency budgeted nearly $73 million for affordable housing programs and services, including below-market new homes, first-time home buyer loans, residences for seniors and the disabled, transitional housing for homeless families, shelters for homeless women and their children and for homeless teens, assisted living and dementia care homes for seniors, and rehabilitation loans for existing properties. |
