| Education and Experience |
- Education and experience equivalent to graduation from an accredited college or university with a bachelor's degree in electrical engineering or an approved related field; and
- Eight (8) years of increasingly responsible operations, engineering and management experience in an electric utility dealing with distribution, transmission and substation design; protective relaying; power flow and short circuit analyses; supervisory control and data acquisition (SCADA); energy management systems, electricity control center operations, scheduling and dispatch operations; field operations and maintenance; regulatory compliance and safety, and customer services.
- At least (4) four years of the experience must be management experience. Educational substitutions for this management experience requirement are not allowed.

| Desirable Qualifications |
- Management of personnel involved in electricity control operations, scheduling and dispatch operations, and field operations, including construction and maintenance of substation and distribution facilities and managing contract construction crews is desirable.
- An advanced degree in management is desirable.

| Registration |
- Possession of a valid certificate of registration from the State of California, or the ability to become a registered professional engineer in California, is desirable.

| Possession of an appropriate, valid California driver's license is required at time of application and for the duration of employment. |

| Distinguishing Characteristics |
This is a management position in the Unclassified service responsible for managing the activities of Energy Distribution Division of the Electric Utility relating to its energy operations, engineering, facility design, energy scheduling and dispatch and construction and maintenance of substations and distribution facilities and regulatory compliance and safety. An incumbent in this position may also be expected to assume the responsibilities of the Director of Electric Utility as assigned.
As a member of the City’s Unclassified Service this is an “at-will” position and the incumbent serves at the discretion of the City Manager. An incumbent in this classification: demonstrates strong ethical, professional, and service-oriented leadership and interpersonal skills, sets a good example; and correctly applies the tenets of the City’s Code of Ethics and Values. |

| Typical Duties |

| |
| With general direction: |
- Manage the activities of a group of highly qualified professionals and technicians in the Energy Distribution Division of the Electric Utility;
- Manage the engineering design of all facilities for distribution and substations;
- Schedule and dispatch electrical energy;
- Provide for the maintenance of all overhead and underground distribution and substation facilities; meter reading; and, maintenance of generation facilities;
- Coordinate acquisition and disposition activities with the Resource Management Division for economic utilization of the energy resource;
- Support the Director in any matters related to the operation of the Electric Utility;
- Maintain a current knowledge of electric utility techniques and practices;
- Provide other technical and managerial input to the Director as requested;
- Meet with the public on occasion and interface with other City departments;
- Manage and be accountable for the day to day operation, special projects and the personnel and financial matters, including budget preparation and monitoring, of the division assigned; and
- Perform other related duties as assigned.
