Building/Housing Inspector (254)
 
Education and Experience
  • Education and experience equivalent graduation from high school or possession of a G.E.D.;
  • One of the following training/experience patterns or equivalent: 
    • Four (4) years of experience as a journey person in the building construction or related trades
    • Two (2) years experience as a Building Inspector in a city or county inspection jurisdiction
    • Possession of a State of California license as a general (B-l) contractor for a minimum of two (2) years
 
License/Certification
  • Possession of a valid California Class C driver's license is required at time of application and for the duration of employment. 
  • Certification by the International Code Council as a Building Inspector is required within one (1) year of appointment and for continued employment in this classification.
 
Distinguishing Characteristics

This is a journey level technical classification in the classified service assigned to the Building Inspection Division, Planning and Inspection Department.  Incumbents are responsible for performing specialized work in the inspection, investigation, and enforcement of local and state housing and dangerous building codes.

 
Typical Tasks

Each position in this classification may not include all the duties listed below, nor do the examples cover all duties that may be performed.

Under general supervision: 

  • Inspects building construction and repair activities to insure compliance with City and State Codes pertaining to building, plumbing, mechanical, and electrical;
  • Enforces Codes by giving instructions, written discrepancy notices, or stop work orders;
  • Reviews non-structural construction plans for compliance with City and State Codes pertaining to building, plumbing, mechanical, and electrical;
  • Confers with architects, contractors, builders, building designers, property owners, and the general public to explain and interpret Code requirements and restrictions;
  • Performs inspections of housing facilities to ensure that occupancy, use, maintenance, and/or repairs comply with code requirements including housing and dangerous building codes and related health and safety laws;
  • Performs inspections of buildings that may be unsafe or a fire hazard;
  • Develops equitable solutions to difficult problems of rehabilitation and reconstruction;
  • Performs routine inspections in multiple housing units such as motels, apartment buildings, boarding houses, trailer courts, and rest homes;
  • Coordinates inspection activities with other City departments and other governmental agencies;
  • Addresses various complaints pertaining to occupancy and use of property, including nuisances and institutes prosecution of violators for noncompliance with relevant ordinances, codes, and laws;
  • Maintains records and correspondence pertaining to inspection work;
  • Performs other related duties as assigned
 
Knowledge, Skills, and Abilities

Knowledge of:

  • Building construction or related trades;  
  • Pertinent State, and local laws, codes, and ordinances pertaining to the assigned field of inspection;
  • Proper inspection methods, procedures, and materials pertaining to assigned field of inspection;
  • Environmental and safety principles, practices, procedures and standards pertaining to assigned responsibility;
  • Principles, techniques and practices applied to inspection and investigation of buildings occupied as living quarters;
  • Laws, codes, and ordinances pertaining to housing and public health, including the Health and Safety Code, the State Housing Code, uniform building codes, the State historic building code, public health laws, and provisions of the penal code related to public nuisances;
  • Principles of environmental and sanitary science;
  • Pertinent City functions, policies, rules and regulations;
  • English usage, spelling, grammar and punctuation;
  • Research methods and techniques; and
  • Environmental and safety practices, procedures and standards.
Ability to:
  • Read, interpret, and explain blueprints, plans, construction drawings, and specifications;
  • Interpret and explain pertinent State, and local laws, codes, and ordinances pertaining to the assigned field of inspection;
  • Perform arithmetic computations with accuracy;
  • Work in a team-based environment and achieve common goals;
  • Communicate clearly and effectively, both orally and in writing;
  • Prepare and maintain accurate, clear, and concise written documents such as technical reports, records, forms, and correspondence;
  • Tactfully gain the cooperation and compliance of individuals and organizations in maintaining standards and legal requirements pertaining to housing;
  • Work with limited direction and complete work accurately and efficiently within prescribed time limits; and
  • Walk or stand for extended periods of time and bend, stoop, crawl, climb, and lift as necessary to perform inspections.
 
Supervision Received

Works under the general supervision of a senior inspector or Inspection Manager or other supervisor as assigned.

 
Supervision Exercised
May supervise others as assigned and assist in the training of new staff.
 
Other Requirements
  • Must be able to perform the essential functions of the job assignment.
  • May be required to work unusual hours and weekends in the performance of their duties.
 
Conflict of Interest

Incumbents in this position are required to file a Conflict of Interest statement upon assuming office, annually and upon leaving office, in accordance with City Manager Directive 100.
