| Education and Experience |
- Education and experience equivalent to graduation from an accredited college or university with a bachelor's degree in business administration, economics, engineering, environmental studies or a related area;
- Four (4) years of progressively responsible experience in fiber optic leasing services which has included accounting record keeping, financial and market analysis, resource planning, utility demand-side programs, communication technologies, data management related to customer analysis or other related fields is required.

| Distinguishing Characteristics |
| This is a professional classification in the City’s classified service. The incumbent is primarily responsible for planning, directing and coordinating the Electric Utility’s fiber optic leasing services. Additionally, the incumbent is responsible for the acquisition and compilation of data, analysis of such data, project management, report preparation, and provision of support for the Electric Utility’s business programs and efforts. |

| Typical Tasks |
Each position in this classification may not include all the duties listed below, nor do the examples cover all duties that may be performed.
Under general supervision: |
- Manage financial data, accounting systems, and budget for the Electric Utilities dark fiber leasing services and activities;
- Act as primary fiber accounting contact for billing issues and coordinate resolution between field engineers, contractors, and customers;
- Responsible for customer invoicing, tracking payments, construction and engineering work orders and invoices, construction contractor billing and invoices; follow up late payment;
- Prepare financial statements (monthly, quarterly and year-end) related to fiber lease and construction revenues, fiber operating and capital expenditures;
- Provide financial analysis of SVP Fiber Enterprise on an annual and quarterly basis, track operating and capital expenditures, and verify lease revenue pricing and pricing adjustments (based on CPI);
- Provide Finance Department with a yearend summary of revenues and expenditures related to SVP fiber leasing services;
- Support other Electric Department communications infra-structure projects, such as accounting of expenditure related to capital projects (advanced metering pilots) as needed;
- Maintain contracts and monitor compliance with payment terms (lease payments, construction fees, and engineering service fees);
- Maintain and monitor compliance of construction contractor and Public Works contract (sub-contractors) supporting engineering and construction needs of SVP Fiber Enterprise;
- Process and track invoices for payment of fiber lease and construction charges, subcontractor fees, public works contract billing, and purchase orders associated with communications infrastructure;
- Perform research and analysis related to customer and fiber provider competitor characteristics, behavior, and attitudes;
- Oversees fiber customer surveying activities;
- Prepare and disseminate customer profiles and other sensitive customer-related information;
- Develop tools and business processes for new fiber optic leasing products, services and business development, such as utility infrastructure services;
- Conduct budget analysis (project expenditures, revenue collections, and reporting);
- Assist in the preparation, analysis, and monitoring of the Department’s operating and capital improvement project budgets;
- Devise methods and procedures for obtaining, maintaining, and updating market-related data, including collection, coding, and tabulation;
- Assist in data evaluation and database development and maintenance;
- Confer with City staff, customers, and others as required to conduct project assignments;
- Provide technical assistance to City departments and customers on administrative and analytical matters;
- Utilize computer applications to assist with analytical studies;
- Prepare a variety of technical, periodic, specialized reports, and other written materials related to utility fiber leasing business matters and related projects;
- Maintain current knowledge of utility fiber leasing service customer demand, satisfaction, contract compliance and construction work orders;
- May provide direction for assigned paraprofessional and administrative support staff; and
- Performs other related duties as assigned.
