Education and Experience
  • Education equivalent to graduation from an accredited college or university with a Bachelor's Degree in engineering; and
  • Eight (8) years of increasingly responsible experience in engineering work, four (4) years of which must have been in a management/supervisory capacity.
  • Completion of an advanced degree in engineering, management, business administration, or public administration is desirable.
 
License & Certification
  • Possession of an appropriate, valid California driver’s license is required.
  • Possession of a valid Certificate of Registration as a civil engineer issued by the California State Board of Registration for Civil and Professional Engineers (Board) is required.
  • Possession of a Certificate of Registration as a civil engineer authorized to practice land surveying or possession of a land surveyor’s license issued by the Board is desirable.
 
Distinguishing Characteristics

This is a Department Head position in the City’s Unclassified Service, responsible for the overall operation and performance of the Department of Public Works.  The incumbent in this position will exercise the highest level of independent judgment and discretion in guiding the Public Works Department so it continues to fulfill its mission statement.  The incumbent will possess competencies in a variety of areas, including:  management; public finance; written and oral communications; public relations; and engineering.  The incumbent will have a good working knowledge of engineering, management, budgeting, worker safety, labor relations, public contracting, procurement of services, and related matters.  The incumbent will confer and meet with outside agencies and regulators.

As a member of the City’s Unclassified Service, this is an “at-will” position.  The incumbent serves at the discretion of the City Manager.  An incumbent in this classification: demonstrates strong ethical, professional, and service-oriented leadership and interpersonal skills; sets a good example; and correctly applies the tenets of the City’s Code of Ethics and Values.

 
Typical Duties
With administrative direction:
  • Advises the City Manager on engineering and public works matters;
  • Directs and coordinates all public works matters and all public works operations in the city;
  • May advise on engineering work in progress whether performed by city personnel, other agencies, or private contractors;
  • Plans long-range projects and gives overall direction to the work of the Public Works Department including the Design, Field Services, Property Development, and Traffic divisions, and Building Maintenance;
  • Directs the preparation of plans, specifications, estimates, and contracts for public works projects, including streets, sewers, storm drains, transportation, and municipal or public structures and buildings;
  • Directs the negotiation and acquisition of public lands and right of way;
  • Advises other municipal officials on engineering and public works proposals;
  • Directs and conducts studies and prepares reports on proposed improvements, transportation matters, repairs, or changes in public works;
  • Directs the procurement of services and the administration of services contracts;
  • May review private development with requirements for public infrastructure improvement in accordance with the City’s property development ordinance;
  • Directs the keeping of accurate records, maps, field notes, and memoranda;
  • May review and approve subdivision maps;
  • Enforces ordinances and laws related to the specific areas of work;
  • Directs and performs research in regard to equipment and operations employed in public works;
  • Interviews and recommends for employment and resolves human resources and organizational issues, coordinates the preparation of the departmental operating budget and the Capital Improvement Budget;
  • Develops department performance objectives and measures;
  • Prepares reports on the progress or completion of public works construction or repairs projects;
  • Attends City Council meetings;
  • Represents the department before the public;
  • May act as chair, member, or advisor to City committees;
  • Represents the City as a member, alternate member, or staff liaison on a variety of outside agencies, boards, commissions, committees, and joint powers authorities; and
  • Performs other related duties as assigned by the City Manager.
 
Knowledge, Skills, and Abilities
Knowledge of:
  • Engineering principles, practices, and methods as applied to planning, budgeting, design, construction, operations, and maintenance of public works.
  • Principles of organization and management, including personnel administration and budgetary controls.
Ability to:
  • Plan, organize, direct, and coordinate the activities of a large city department;
  • Function effectively in personnel matters such as disciplinary actions;
  • Establish and maintain effective public relations with a wide variety of persons and organizations, sometimes under difficult and controversial circumstances;
  • Prepare comprehensive reports; speak and write effectively; and make effective public presentations.
 
Supervision Received
Works with the administrative direction of and reports to the City Manager.
 
Supervision Exercised

Gives general direction and guidance to the City Engineer, Traffic Engineer, Principal Engineers, Building Manager, and, at times, various other professional, technical, support staff members, and consultants.

 
Other Requirements

The incumbent in this classification may be required to work unusual hours.  Must be able to perform all of the essential functions of the job assignment.

 
Conflict of Interest

The incumbent in this classification is required to file a Conflict of Interest statement upon assuming office, annually, and upon leaving office, in accordance with City Manager Directive 100.
