Electric Division Manager Administrative Services (107A)

Education and Experience
Education and experience equivalent to graduation from an accredited college or university with a bachelor's degree in business administration, public administration, office management, financial management, or an approved related field; and four (4) years of progressively responsible experience in program administration with a minimum of two (2) years of supervisory experience of personnel in office, records, and personnel administration. Additional supervisory experience may be substituted for educational requirements up to a maximum of two (2) years.
 
Desirable Qualifications
Two (2) years of experience working in a public utility is desirable. Experience in contract administration, departmental/agency budgeting and accounting, work planning and monitoring, and personnel processing is desirable.
 
License
Possession of an appropriate valid California driver's license is required.
 
Distinguishing Characteristics
This is a management position in the unclassified service responsible for overseeing the Administrative Services Division of the Electric Utility. An incumbent in this position exercises independent judgement and discretion; manages and directs technical and clerical employees; formulates administrative policies for the effective use of assigned personnel; and acts on behalf of the Director of the department on a wide range of administrative subjects.
 
Typical Duties
Under general direction, plans, develops, coordinates and directs the activities of the Administrative Services Division of the Electric Utility; supervises the preparation justification and monitoring of department and division budgets; coordinates department needs for information technology; coordination of clerical support needs for the department; supervise and advises on all activities relating to personnel issues of those employees assigned to the department; coordinates routine and special report needs on behalf of the Director; monitors department and division work plans and special projects on behalf of the Director; administers department contracts; oversees departmental program liability matters; oversees department communication plans and public relations activities; acts as liaison with other City departments, representing the Director on interdepartmental matters as may be required; serves as departmental liaison for procurement activities; oversees departmental records management; and assists the Director in the coordination of administrative activities of the department; and, performs other related duties as assigned.
 
Supervision Received
Works under the general direction of the Director of the Electric Utility or other supervisor as assigned.
 
Supervision Exercised
Supervises technical and clerical personnel assigned to work in the Administrative Services Division of the Electric Utility and other personnel as may be assigned.
 
Other Requirements
Must be able to perform the essential functions of the job.
 
Conflict of Interest
Incumbents in this position are required to file a Conflict of Interest statement upon assuming office, annually, and upon leaving office, in accordance with City Manager Directive 100.
