Electric Division Manager Market Analysis & Pricing (107F)

Education and Experience
Education and experience equivalent to graduation from an accredited college or university with a bachelor's degree in business administration, marketing, accounting, engineering, economics or an approved related field. Experience should include four (4) years of progressively responsible experience in financial analysis, statistical analysis of business operations, economic trend analysis and forecasting for a large business or utility and in-depth analysis of competitive marketplace business practices and financial operations. An advanced degree in marketing, statistical analysis or a related field may be substituted for one (1) year of the required experience. Analysis of unregulated utility operations including market planning strategies and supervision of professional and technical financial staff is desirable. An advanced degree in a closely related field is desirable.
 
License
Possession of an appropriate, valid California driver's license is required.
 
Distinguishing Characteristics
This is a professional management position in the unclassified service responsible for directing the activities of the Market Analysis and Pricing Division of the Electric Utility. As a member of the City’s Unclassified Service, this is an “at-will” position. The incumbent serves at the discretion of the City Manager. The position requires a broad understanding of business operations and the financial impact of those operations on the competitive position of the Utility in the open marketplace. An incumbent in this position may be expected to assume the responsibilities of the Assistant Director of Marketing/Customer Services as assigned.
 
Typical Duties
Under general direction, is responsible for the work of the Department's Market Analysis and Pricing Division including the development of reports and the analysis necessary for short- and long-term decision making related to the Utility's operations; supervises professional, technical, and clerical staff in the development of financial information related to Utility operations; develops information regarding trends in the utility industry and for the Electric Utility itself; develops information regarding customer usage trends and market information relative to competitors and the competitive marketplace; coordinates work efforts with other divisions and departments to ensure consistency and utility of information regarding departmental operations; performs statistical pricing and cost of service studies; assists the Assistant Director of Marketing/Customer Services in matters related to the operation of the Division; provides technical and managerial input to the Assistant Director as requested; meets with the public and makes public presentations; manages and is accountable for the day-to-day operations and special projects of the Division including financial matters such as budget preparation and control; maintains current knowledge of the electrical industry with special emphasis on marketing, pricing, and customer needs; works with consultants and other utility and City staff to develop information for pricing decisions; prepares a variety of periodic and special reports related to Utility activities and programs; and performs other related duties as assigned.
 
Knowledge, Skills, and Abilities
Good knowledge of: administration principles and methods including goal setting, program development and implementation, and employee supervision; engineering principles particularly as they apply to resource and energy engineering analysis; principles and practices of market research, economic forecasting, and competitive pricing methods; principles and methods of statistical and financial analysis; principles of budgetary planning, administration, and control; business data processing principles and practices as applied to electric pricing and marketing planning and program needs; and applicable laws and regulations affecting the electrical industry. Skill in: planning, organizing, directing, reviewing, and evaluating the work of assigned staff and consultants; developing and implementing goals and objectives, work standards, and policies; planning, budgeting, scheduling, and monitoring market analysis and pricing work; performing and/or reviewing complex market analysis, economic forecasts, and pricing programs; evaluating alternative courses of action and reaching sound conclusions; establishing and maintaining effective working relationships with those contacted in the course of the work; representing the Utility in contacts with others; preparing clear, concise, and complete reports of Utility activities and programs. Good ability to: negotiate cost-effective and mutually acceptable agreement terms; interpret state and federal regulations and assess impacts on utilities and customers; establish and maintain effective working relationships with internal departments, customers, and the public.
 
Supervision Received
Works under the general direction of the Assistant Director of Marketing/Customer Services of the Electric Utility or other supervisors as assigned.
 
Supervision Exercised
Supervises professional, technical, and clerical staff and consultants in the completion of assigned duties.
 
Other Requirements
Must be able to perform all the essential functions of the job.
 
Special Conditions
May be required to work unusual hours in emergency situations.
 
Conflict of Interest
Incumbents of this position are required to file a Conflict of Interest statement upon assuming office, annually, and upon leaving office, in accordance with City Manager Directive 100.
