Electric Division Manager – Electric Risk Analysis (107G)

Education and Experience
Graduation from an accredited college or university with a bachelor’s degree in Engineering. In addition to the education requirement, four (4) years experience at a responsible level in risk management and analysis, finance, business or public administration, resource planning, power trading, or other commodity trading are required. Eight (8) years of applicable business experience may be substituted for the education requirement. An advanced Engineering management or business degree may be substituted for up to two (2) years of the experience requirement.
 
License
Possession of an appropriate, valid California driver’s license is required.
 
Distinguishing Characteristics
This is a management position in the Unclassified service responsible for supervising the Electric Risk Analysis Division of the Electric Department. As a member of the City’s Unclassified service, this is an “at-will” position and the incumbent serves at the discretion of the City Manager. An incumbent in this classification: demonstrates strong ethical, professional, and service-oriented leadership and interpersonal skills; sets a good example; and correctly applies the tenets of the City’s Code of Ethics and Values. An incumbent in this position may be assigned to the Electric Resources Management Division, the Customer Services and Marketing Division or other Electric Department divisions.
 
Typical Duties
With general direction: plans, develops, coordinates, performs, and directs the activities of an assigned Division(s) of the Electric Department; provides recommendations on a broad spectrum of division-related issues; supervises assigned staff, provides technical instructions and assistance as necessary; develops, performs and supervises the implementation of utility plans based upon applicable State and Federal laws; may be responsible for directing the activities of consultants and contractors; may be required to represent the City to customers, other agencies, other utilities and members of the public; will administer and assist in the personnel and financial matters of the assigned division; and performs other related duties as assigned.
 
Knowledge, Skills, and Abilities
Superior knowledge of the following: the principles of commodity trading risk management and analysis, credit risk analysis and management, wholesale and/or retail power transactions analysis, contract negotiation and administration, electric and/or natural gas trading, and/or utility finance. Superior knowledge of the analytical fundamentals of quantifying value-at-risk and familiarity with risk management computer applications and reports. Strong experience in the principles of management and employee relations is required. Superior ability to: analyze complex data; solve quantitative problems; prepare technical reports; be an effective listener and negotiator who is able to build consensus; create partnerships with customers, other staff and agencies, providing them with alternatives and demonstrating focus on shared interests; communicate effectively in writing and orally, and establish strong working relationships with other management staff and employees.
 
Supervision Received
Reports to the Director of Electric Utility, Assistant Director of Electric Utility, or other manager as assigned.

Supervises professional and other assigned staff.
 
Other Requirements
Must be able to perform all of the essential functions of the job assignment.
 
Conflict of Interest
Incumbents in this position are required to file a Conflict of Interest statement upon assuming office, annually and upon leaving office, in accordance with City Manager Director 100.
