Education and Experience
  • Education equivalent to four (4) years of college education with studies in Electrical Engineering, Business or Public Administration, Public Works Administration, or closely related field ; and
  • At least three (3) years of field experience in increasingly responsible electrical work in a public or private electric utility;
  • Withat least two (2) years of which having been in a supervisory capacity; or
  • Education equivalent to two (2) years of relevant college educaiton; and
  • A minimimun of five (5) years of field experience in increasingly responsible electrical work in a pulic or private electric utility; and
  • With at least three years of which having been in a supervisory capacity;or
  • Educattion equivalent to the completion of the twelfth grade; and
  • Six (6) years of field experience in increasingly repsonsible electrical work in a public or private electric utility; and
  • With at lease three years of which having been in a supervisory capacity.
License
Possession of a valid California driver's license at all times is required.
 
Distinguishing Characteristics
This is a management position in the unclassified service responsible for general supervision and coordinating work activities of the Field Construction and Maintenance Divisions. An incumbent in this classification exercises independent judgement and discretion; manages, controls and directs employees; and formulates administrative policies for the effective use of assigned personnel.

As a member of the City’s unclassified service, this is an “at-will” position and the incumbent serves at the discretion of the City Manager. An incumbent in this position demonstrates strong ethical, professional, and service-oriented leadership and interpersonal skills, sets a good example, and correctly applies the tenets of the City’s Code of Ethics and Values.

 
Typical Duties
Under general direction:
  • Provides supervision, control, coordination, and general administrative assistance to the Field Forepersons in the Field Construction and Maintenance Divisions;
  • Oversees the consistent application of City and Electric Department policies, safety practices, employee appraisals and disciplinary actions;
  • Provides general guidance and administers the Electric Department's safety and training programs for all field forces;
  • Coordinates and administers the repair, testing, and acquisition of equipment, tools, and materials necessary for field work;
  • Oversees and administers the budget for field work;
  • Assists in defining priorities of field work and in assigning manpower required to accomplish Electric Department functions;
  • Occasionally takes direct responsibility for completing special assignments, accomplishing critical tasks, and/or coordinating major project activities;
  • Oversees and coordinates major construction and maintenance activities;
  • Sees to the needs for routine inspection of tools, materials and equipment;
  • Assists in the preparation of portions of the Electric Department budget;
  • Communicates directly with the Director of Electric Utility or his Assistant, as required, to accomplish Electric Department tasks; and
  • Does related work as required.
Knowledge, Skills, and Abilities
Thorough knowledge of:
  • The basic principles of electrical theory and their broad application;
Working knowledge of:
  • Utility generation, transmission, and distribution equipment, including substation transformers, electrical transmission lines, and overhead and underground equipment; and The methods, tools, equipment, and materials used in construction and maintenance of high and low voltage distribution facilities.
Knowledge of :
  • The pertinent laws, codes, and safety rules covering electrical maintenance and construction work, both overhead and underground, and the basic principles and procedures involved in planning major electrical installations;
  • Live line work and applicable tools;
  • Construction and maintenance equipment available for use, and modern installations.
Ability to:
  • Plan, organize, coordinate, and supervise the field activities of crews;
  • Work in a team based environment and achieve common goals;
  • Establish cooperative working relationships with employees, contractors, and the general public; and
  • Maintain work and operational records and to prepare technical reports.
Supervision Received
Works under general direction of the Director of Electric Utility or his Assistant.
 
Supervision Exercised
Directs and oversees Field Forepersons , other Field Supervisors, and other personnel as assigned.
 
Special Conditions
Incumbents of this class will be required to work unusual hours occasionally, and to be available on an "on-call" basis.
 
Conflict of Interest
Incumbents in this position are required to file a Conflict of Interest statement upon assuming office, annually and upon leaving office, in accordance with City Manager Directive 100.
