Education and Experience
Education equivalent to graduation from high school, and five (5) years of journey-level electric experience with an electric utility performing duties involving underground or overhead line, substation, metering, or generation construction and maintenance, including two (2) years in a responsible supervisory capacity is required. Completion of college level courses with a focus on management or supervision is desirable.
 
License
Possession of an appropriate, valid California driver's license is required.
 
Distinguishing Characteristics
This is a management position in the unclassified service responsible for supervising a division in the City Electric Department. As a member of the City’s Unclassified Service, this is an “at-will” position. The incumbent serves at the discretion of the City Manager. An incumbent in this classification exercises independent judgment and discretion; manages, controls, and directs employees; and formulates administrative policies for the effective use of assigned personnel.
 
Typical Duties
Under general direction: plans, develops, coordinates, and directs the activities of one of the divisions of the City Electric Department involved in the installation, extension, and maintenance of an electrical distribution system supplying power and light to industrial, commercial, and residential customers; plans, coordinates, and supervises the activities of crews; establishes material, equipment, and construction schedules for and supervises the installation and maintenance of electric facilities; meets with developers, contractors, and customers to plan, coordinate, and schedule the installation and maintenance of electrical facilities; performs a variety of tasks in the supervision of crews, including, but not limited to: interpreting blueprints to determine work procedures and to assign crews; adjusting work procedures to meet schedules; assisting crews in solving work problems; interpreting and explaining City department and division rules and regulations, procedures, and policies to subordinates; preparing time and material reports; assisting in the administration of the First Aid and safety training programs for the Electric Department. Performs a variety of inspection duties including but not limited to: inspection of electric construction performed by contractors for compliance with appropriate codes and regulations; investigating and resolving or reporting on complaints, system problems, and safety situations; and inspecting tools and equipment to insure proper maintenance. Advises the Electric General Foreman/Forewoman on matters related to personnel, equipment, material, work practices, or other aspects of Electric Department field operations; manages, controls, and directs employees assigned by economically deploying manpower and economically using appropriate tools and equipment commensurate with the difficulty or magnitude of the task at hand; studies and engages in the practice of managing, controlling, and directing employees and of formulating policies for the effective use of subordinate personnel; develops a special interest in supervising, managing, motivating, correcting, appraising the performance of, initiating, or commenting upon evaluation reports leading to commendations, disciplinary actions, censures, promotions, or demotions of assigned subordinate personnel; and performs other related duties as assigned.
 
Knowledge, Skills, and Abilities
Thorough knowledge of: the basic principles of electrical theory; the methods, practices, equipment and, materials used in the construction, installation, and maintenance of electrical distribution lines, substation facilities, revenue metering, or power generation; the applicable laws, codes, and safety orders pertaining to electrical work; and the necessary safety precautions used in working on high voltage electric lines and equipment. Working knowledge of the principles of general management and administration. Good ability to: supervise effectively and to plan, organize, and oversee the daily activities of crews; read and interpret electrical drawings, diagrams, blueprints, specifications, and estimates; establish cooperative working relationships with employees, contractors, and the general public; train others in electrical work; and to keep accurate time and material records.

Works under the general direction of the Electric General Foreman/Forewoman.
 
Supervision Exercised
Supervises Foremen/Forewomen, lead workers, and other personnel as assigned.
 
Other Requirements
Must be able to perform all of the essential functions of the job assignment.
 
Special Conditions
Incumbents of this classification may be required to work odd and unusual hours and be available on an on-call basis.
 
Conflict of Interest
Incumbents in this position are required to file a Conflict of Interest statement upon assuming office, annually, and upon leaving office, in accordance with City Manager Directive 100.
