Financial Analyst (472)
 
Education and Experience
Graduation from an accredited college or university with a bachelors' degree in Business or Public Administration, with a major in accounting or finance or a bachelors' degree in Economics or Mathematics, and two years of responsible, professional governmental accounting financial analysis or budgeting financial analysis experience. Advanced degrees such as MBA and MPA or a current CPA license may be substituted for one year of the required experience.
 
License
Possession of an appropriate, valid California driver's license is required.
 
Distinguishing Characteristics
This is a position in the classified service. The incumbent performs numerous, varied and complex financial activities requiring independent judgment and the ability to research, analyze, investigate and report on technical issues handled by the Finance Department.
 
Typical Duties
Under general supervision, plan, coordinate and perform accounting, budgeting, statistical, and financial analysis and financial reporting tasks. May assist in the management of the outstanding debt of the City and its Agencies; the preparation of Comprehensive Annual Financial Report (CAFR); the preparation of operating and capital improvement budgets; the preparation of cash flow projections; the investment of the City's idle cash in accordance with established policies and procedures; may recommend changes to the investment policies and procedures; the administration of various contracts between the City and its Agencies and outside contractors for compliance with financial and insurance terms and conditions; and the analysis of programs and services within the Finance Department, develop recommendations and prepare written reports. Establish and maintain effective use of electronic data processing applications. Perform related work as required.
 
Knowledge, Skills, and Abilities
Working knowledge of general accounting principles, practices and procedures; governmental accounting and budgeting; and financial analysis. Good ability to: work with appropriate micro-computer applications; analyze problems and prepare effective written and oral reports; establish and maintain effective working relationships with City employees and the public; communicate clearly and concisely.
 
Supervision Received
Works under the general supervision of the Financial Management Division Administrator or other supervisor as assigned.
 
Supervision Exercised
May assist in the training of other personnel as assigned.
 
Conflict of Interest
Incumbents in this position are required to file a Conflict of Interest statement upon assuming office, annually and upon leaving office, in accordance with City Manager Directive 100.
