| A combination of education and experience substantially equivalent to that obtained by graduation from an accredited college or university with a bachelors degree in the field of city planning, public administration, architecture, history, historic preservation or a related field and four (4) years of increasingly responsible experience involving historic preservation and city planning, preferably including some supervisory experience. Experience with citizen groups is highly desirable. A related Master’s Degree is desirable and can be substituted for one year of experience. Computer proficiency in Microsoft Word, Excel, Microsoft Access and Power Point is desirable. | This is a management position in the unclassified services responsible for coordinating the activities of the Historic Resources section of the Planning Division and the Planning and Inspection Department. As a member of the City's Unclassified Service, this is an "at-will" position. The incumbent serves at the discretion of the City Manager. An incumbent in this class exercises independent judgment and discretion not of a routine or clerical nature and assists Division management and the Department Head in the supervision, deployment and management of employees. | ||||||||||||||||||||||||||
| Typical Duties | ||||||||||||||||||||||||||
| Supervises the Historic Resources Section of the Planning Division under the general direction of the City Planner and the Director of Planning and Inspection or as otherwise assigned. Helps to educate the public and City staff about Santa Clara’s cultural resources and ways to preserve its heritage. Serves as staff liaison to the Historical and Landmarks Commission and as primary staff liaison to non-profit groups with agreements for use of certain City owned historic properties. Works with applicants seeking to rehabilitate or remodel private historic properties. Also provides technical assistance to the City Council, Planning Commission, Architectural Committee and City staff with related staff reports and presentations as needed. Oversees the maintenance of the City’s historic properties, and manages the restoration of the City owned Berryessa Adobe. Performs California Environmental Quality Act (CEQA) analysis for projects that may impact cultural resources. Researches and prepares draft forms for historic inventory listings. Prepares grant applications for historic preservation funding and completes administrative requirements for maintaining the City’s Certified Local Government status. Assists in budget preparation and administration relating to the City owned historic properties, the Historical Commission and Planning Division. Gathers, analyzes and presents data in the form of written, graphic, or oral reports for use before commissions and public hearings. Plans, supervises, and participates in the preparation of planning projects. Acts as technical advisor to subordinate personnel. Assists in the review of the City’s Zoning Ordinance and General Plan. Plans and participates in meetings of various community organizations and may represent the City at planning advisory committees and other agencies as needed. | Very good knowledge of: principles,
methods, and procedures of city planning; architecture, historic preservation,
archaeological/cultural resources; physical, social, and economic
implications involved in preservation planning; research methods,
including statistics; governmental organization as related to planning;
legal considerations and provisions of planning and environmental
law. Superior ability to: organize and conduct planning research studies; especially in the areas of historic preservation and cultural resources; draw logical and perceptive conclusions from factual data; develop well-supported recommendations; work cooperatively with others; speak and write effectively; and prepare maps, charts, and other graphic materials. Very good ability to train and supervise the work of others in a team environment. |
