Education and Experience
  • Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Sociology, Urban Planning, Economics, Business Administration, Housing Sanitation or a closely related field; and
  • Three (3) years administrative or supervisory experience in Federal Grants Administration; Urban Planning; housing rehabilitation and conservation; housing code enforcement; housing, health and sanitation inspection; community services; resource development; program management; or other closely related work.
  • Additional qualifying experience may be substituted for the required education on the basis of one-year experience for 30 semester units.
  • An advanced degree may be substituted for two years of experience.
License
Possession of a valid California driver's license is required.
 
Distinguishing Characteristics
This is a management position, reporting directly to the Director of Planning and Inspection. The incumbent is responsible for the efficient operation of the Community Services Division. The incumbent administers various federal and state programs; coordinates the City's participation in housing finance programs; performs delegate agency contract administration; manages and performs grant research and resource development activities; oversees the operation of the housing rehabilitation programs; provides direction to subordinate staff; coordinates grant funded historic preservation, building renovations and community improvement projects; formulates policy recommendations related to, the Division and provides liaison with other governmental and private agencies. The incumbent also represents the Director of Planning and Inspection at community meetings and makes presentations before the City Council as well as other boards and commissions, as directed. The position is dependent to a large extent on successful development of grant funds.

As a member of the City’s unclassified service, this is an “at-will” position and the incumbent serves at the discretion of the City Manager. An incumbent in this position demonstrates strong, ethical, professional, and service-oriented leadership-and interpersonal skills, sets a good example, and correctly applies the tenets of the City’s Code of Ethics and Values.
 
Typical Duties
Under the general supervision of the Director of Planning and Inspection:
  • Serves as liaison between City departments and related Federal, State, regional and local agencies and community organizations;
  • Provides information and assistance to individuals, business, professional and citizen groups in support of community improvement and development activities;
  • Performs administration and supervisory duties in housing rehabilitation;
  • Directs grant and resource development activities including applications for Federal, State, foundation, corporation and other funding for community development, human services, historic preservation and other community improvement programs and activities;
  • Plans and directs community needs assessments;
  • Plans and directs programs in the areas of housing, historic preservation, human services and economic development; and
  • Performs other work as assigned.
Knowledge, Skills, and Abilities
Knowledge of:
  • The principles and techniques used in working with different individuals and citizen groups. Knowledge of:
  • Municipal organization, policies, and functions;
  • Federal, State and local regulations dealing with housing and neighborhood conservation;
  • Private financial institutions, including procedures, requirements and eligibility criteria relating to housing rehabilitation loans;
  • Municipal and private sector finances, federal grants management and statistics;
  • Local regulations regarding building construction standards, health sanitation standards;
  • Principles, methods and practices of public administration; and
  • Property title research methods.
Ability to:
  • Analyze and apply complex governmental instructions, regulations and legislation;
  • Exercise tact, resourcefulness, and persuasion in dealing with individuals and groups of varied ethnic, social and economic backgrounds; and
  • Prepare clear and concise reports and to speak effectively.

Supervision Received
Works under the direction of the Director of Planning and Inspection or designated representative.
 
Supervision Exercised
Supervises assigned personnel in the Community Services Division.
 
Conflict of Interest
Incumbents in this position are required to file a Conflict of Interest statement upon assuming office, annually and upon leaving office in accordance with City Manager Directive 100.
