Human Resources Supervisor (511)
 
Education and Experience
  • Graduation from high school or possession of a GED and
  • Four (4) years experience in technical human resources work involving the human resource, payroll, benefit and position control systems, recruitment and selection, classification and compensation, benefits, labor relations, and/or employee development.
  • An Associate of Arts degree in business, public or other related field is highly desirable.
  • College education from an accredited college or university with a bachelor’s degree in Public Administration, Business Administration, Human Resource Management, Personnel Administration or closely related field may be substituted at the rate of 1 year of education (30 semester units or equivalent) for a maximum of two (2) years of experience.
  • One year of supervisory or lead experience is required.
  • Computer proficiency in Microsoft Word is required.
  • Proficiency with Excel and a mid-sized human resource or finance data base system is required.
Distinguishing Characteristics
This is a supervisory, confidential, technical position in the classified service responsible for the supervision of the Human Resources Assistants and temporary staff. In the Human Resources Department, this position is responsible for performing complex projects with a great deal of independence as assigned.
 
Typical Duties
May include, but are not limited with general supervision:
  • Supervises the Human Resources Assistants and temporary staff, including the scheduling of time, ensuring front desk coverage, resolving problems and reviewing work product for accuracy, preparing performance appraisals, maintaining workflow, and balancing the work load which is assigned from other Human Resources staff and information needs from others, such as, verification of employment requests;
  • Sets up and manages position control data and makes additions, changes and deletions to salary ranges, reclassifications, title change, position data, wage class codes, cost of living data, PERS rate information, Memorandum of Understanding language, salary adjustments and conflict of interest codes at the beginning of the Fiscal Year and any changes occurring during each fiscal year, based on City Council or City Manager actions;
  • Prepares reports, as necessary which may include status changes, vacancy, activity relating to summary of position data and major human resource transaction data;
  • Manages benefit open enrollments for health, dental, flexible benefit spending and other benefit plans;
  • Supervises Human Resources Assistants in: processing health and (COBRA), dental, life, long term disability, flexible spending, and other benefit enrollments and processing enrollment transaction data into ACES;
  • Processes all human resources transactions for all employees related to discipline, salary reductions, and special appraisals and processes for all employees related to additions, changes or separations, as well as salary changes;
  • Implements new benefit programs, as needed;
  • Supervises Human Resources Assistants with the processing of payroll time and leave entries for bi-weekly payroll, for availability and appropriate usage of benefit hours in accordance with Memorandum Of Understanding provisions, as well as, monitors and makes adjustments of over-maximum vacation accrual;
  • Coordinates and conducts orientation and exit interview programs;
  • Provides access to the employees’ human resources files, as requested;
  • Provides support in the implementation of a new or enhancements to the City’s human resources and payroll system;
  • Reviews new or revised, benefit policy changes and reviews Memorandum of Understanding language to ensure that necessary changes are made and prepares summary reports, as needed;
  • Supervises the Human Resources Assistants in providing administrative support activities for recruitment, selection, training, classification and other Human Resources programs; and
  • Manages special projects as assigned.
Knowledge, Skills, and Abilities
  • Considerable knowledge of the principles and practices of effective supervision of employees;
  • Considerable knowledge of general principles, procedures, practices and records management of human resources work which may include one or more of the following: human resources, payroll, benefit and position control systems, recruitment and selection administration, classification and compensation administration, employee relations, wide range of benefit programs and human resources rules;
  • Ability to deal with sensitive and confidential matters with discretion;
  • Ability to perform complex technical work with considerable independence;
  • Ability to understand and apply rules, standards or procedures;
  • Ability to thoroughly research material needed for reports and prepare concise and accurate statistical and written reports;
  • Ability to multi-task several assignments simultaneously;
  • Ability to provide excellent customer service and to develop and maintain effective working relationships with employees, the general public and representatives of other governmental agencies;
  • Ability to train and supervise the work of others;
  • Ability to work effectively as part of a group or team.
Supervision Received
Works under the supervision of the Director of Human Resources, Assistant Director of Human Resources, and/or Human Resources Division Manager. Provides support to Administrative Analysts, or others as assigned.
 
Supervision Exercised
Supervises Human Resource Assistants, temporary staff or others as assigned.
 
Other Requirements
Must be able to perform all the essential functions of the job.
