Education and Experience
  • Education or experience equivalent to either a Bachelor's degree from an accredited college or university in Computer Science, Computer Technology, Information Systems, Electronic Engineering, Public and/or Business Administration, or an approved related field; and
  • At least five (5) years of progressively responsible experience in information technology including analysis, design, development, system integration, implementation and project management of information technology within professional, business, or municipal environments. At least two years of this experience must be management experience in the Information Technology field;
  • An additional three (3) years of management experience is highly desirable;
  • An advanced degree in Computer Science, Computer Technology, Information Systems, or Public and/or Business Administration is highly desirable.
License
Possession of a valid Class C California driver's license is required at the time of application and for the duration of employment.
 
Distinguishing Characteristics

This is a management position in the Unclassified Service responsible for directing the activities of: identification of automation opportunities; analyzing, specifying, designing, selecting, implementing, and maintaining and managing City information systems. The position will involve ongoing project and contract management responsibilities with City staff and contractors. Additionally, this position is responsible for the identification, analysis, recommendations, design, and implementation of City information systems, infrastructure and applications, including specialized information systems such as Human Resources, Financial, Public Safety, Web Based, Maintenance Management and Utility enterprise systems.

As a member of the City's Unclassified Service, this is an "at will" position and the incumbent serves at the discretion of the City Manager.  An incumbent in this classification:  demonstrates strong ethical, professional, and service-oriented leadership and interpersonal skills; sets a good example; and correctly applies the tenets of the City's Code of Ethics and Values.  An incumbent in this classification exercises independent judgment and discretion; manages, controls, and directs employees; and formulates policy for the effective use of assigned personnel.
 
Typical Duties
This description may not include all the duties listed below, nor do the examples cover all duties that may be performed.
  • Plan, organize, coordinate, manage, and administer the City-wide information systems;
  • Provide day-to-day guidance and management of the City’s major IT outsourced service provider;
  • Manage vendor contracts for computer and telecommunication services for the City, request for proposals, awarding of contracts, oversight of contract services to ensure performance standards and service level agreements are met;
  • Key participant in IT governance, strategic planning and IT policy development;
  • Staff and provide support for the City IT committees;
  •  Identify opportunities and develop synergies across City wide systems;
  • Manage City’s IT project portfolio;
  • Support the IT Director with the Operating and Capital Improvement Plan (CIP) budgets and prioritization;
  • Conduct business and technical needs analysis, identify and prioritize resources and manage the implementation of new projects;
  • Provide the initiative and leadership by being the single point of contact on initiatives for multi-departmental and City wide applications;
  • Build constructive relationships by promoting effective partnerships with department peers, stakeholders, customers and employees;
  • Manage the design, evaluation, selection, implementation, training, and maintenance of City information systems;
  • Prepare Business Proposals, feasibility studies and other Department-related reports;
  • Foster project management excellence by establishing, implementing and continuously improving standardized processes, procedures, tools, training, and support functions ;
  • Develop qualitative and quantitative measures to evaluate service delivery, program/project financial status, customer satisfaction,  and contractor performance, including Service Level Agreements and metrics;
  • Align IT strategy with departmental business requirements;
  • Establish guidelines regarding the City’s technology architecture;
  • Develop and maintain policies, procedures, manuals, and documentation including Citywide standards; and
  • Perform other related duties as assigned.
Knowledge, Skills, and Abilities
Knowledge of:
  • Effective leadership and management principles and practices;
  • Principles and practices of information technology management;
  • Principles and best practices of budgeting (operating and capital), procurement, communication, contracting, human resources, information technology, public relations, project management,  and performance standards to achieve outcomes and expectations;
  • State of the art developments in information technology;
  • Theory and techniques of evaluation, requirements, structured system analysis, design, integration, testing, implementation, documentation, and monitoring of systems;
  • Office safety practices, procedures and standards;
  • Industry standard platforms and interoperability between various hardware and software vendors, interfaces between applications; and
  • Project management principles and best practices.
Ability to:
  • Manage activities related to the administration and implementation of medium to large information systems;
  • Focus on providing high quality customer service to internal clients;
  • Build constructive relationships by promoting effective partnerships with department peers, consumers and employees;
  • Represent and speak for the department and its work, e.g., presenting, explaining, promoting, defining, and negotiating with those within and outside the department by making clear and convincing oral presentations to individuals and groups, by listening effectively and clarifying information, by partnering effectively on the design of automated citywide systems and by facilitating an open exchange of ideas;
  • Analyze situations and exercise good judgment;
  • Make sound technical decisions concerning information systems applications and performance as it applies to the City;
  • Manage complex projects including standards development, evaluating overall project performance and tracking;
  • Communicate information, including technical information, effectively, both orally and in writing;
  • Prepare requests for proposals, analyze system proposals, and evaluate vendor responses;
  • Make recommendations concerning procurement of hardware, software and services; and negotiate with vendors;
  • Monitor the work of contract technical support personnel including the development of Service Level Agreements and metrics;
  • Prepare and present highly technical and complex written and oral reports to City staff;
  • Review, analyze and critique technical work performed by contractors and vendors;
  • Ensure that information systems are compatible with existing systems and with the City's long-range strategic plans; and
  • Bend, stoop, reach, carry, crawl, climb, and lift as necessary to perform assigned duties.
Supervision Received
Works under the general direction of the Director of Information Technology or other manager as assigned.
 
Supervision Exercised
Manage staff and contractors engaged in analyzing, developing, and implementing and maintaining City information systems and other City staff as assigned.
 
Other Requirements
May be required to work odd and unusual hours, including designated holidays, and to be available on an on-call basis.  Must be able to perform all of the essential functions of the job assignment
 
Conflict Of Interest
Incumbents in this position are required to file a Conflict of Interest statement upon assuming office, annually, and upon leaving office, in accordance with City Manager Directive 100.
