Sanitary Sewer Superintendent (153)

Education and Experience
Completion of 60 semester units or 90 quarter units from an accredited college, and five years of increasingly responsible experience in the construction, maintenance, and repair of sanitary sewer collection systems. Additional qualifying experience in a supervisory capacity may be substituted for the required education on the basis of two years of supervisory experience for 30 semester units.
 
License
Possession of an appropriate, valid California driver's license is required.
 
Distinguishing Characteristics
This is a division manager position in the unclassified service, responsible for the work of field forces engaged in the construction, maintenance, and operation of the City’s sanitary sewer collection system. As a member of the City’s Unclassified Service, this is an “at-will” position. The incumbent serves at the discretion of the City Manager. An incumbent in this class exercises independent judgement and discretion not of a routine or clerical nature in evaluating and reporting on the work efforts of employees; in recommending to hire, transfer, suspend, lay-off, recall, promote, discharge, assign, reward or discipline other employees; in weighing the economic impact of deploying or directing employees; or in adjusting employees' grievances.
 
Typical Duties
Under general direction: plans, organizes, and directs the work of field forces engaged in the construction, maintenance, and operation of the City’s sanitary sewer collection system; supervises the maintenance of sewer and storm pumping plant facilities; cooperates with other departments in scheduling work projects so as to make most efficient use of manpower and equipment; answers questions and complaints from general public and other City departments; supervises the operation of auxiliary equipment including but not limited to pumps, compressors, tapping machines, and power buckets; inspects gas or diesel stationary engines and generators and electrically powered pumping plants; trains crew members; uses computer for data entry and report generation of records of maintenance, service calls, and work orders; evaluates and reports upon the performance of assigned subordinates; recommends the hiring, transfer, suspension, lay-off, promotion, discharge, assignment, reward or discipline of subordinate employees; resolves employee grievances; assists in the preparation of the annual department budget; prepares reports; and performs other related duties as assigned.
 
Knowledge, Skills, and Abilities
Extensive knowledge of: the methods, tools, materials, and types and functions of equipment used in the installation, operation, maintenance, and repair of sanitary sewage collection systems and storm drain pump stations, including pumping and monitoring equipment. Good knowledge of: first aid, City Safety Regulations, State Safety Regulations; and basic budgetary practices. Ability to: lay out and direct the work of skilled and semi-skilled workers; motivate, counsel, evaluate, and communicate with subordinates; read and interpret construction plans, engineering drawings, and specifications; establish and maintain cooperative working relationships with employees, government officials, contractors, and the general public.
 
Supervision Received
Works under the general direction of the Assistant Director of Sewer Utility.
 
Supervision Exercised
Supervises Assistant Sanitary Sewer Superintendent, Utility Crew Supervisors, Equipment Operators, Water and Sewer Maintenance Workers, Utility Workers, and other assigned personnel.
 
Other Requirements
Must be able to perform all of the essential functions of the job assignment.
 
Special Conditions
Incumbents of this class may be required to work unusual hours in emergency situations and be available on an "on-call" basis as assigned. Because of the possibility of emergency situations, it is required that applicant reside within a fifteen (15) mile radius of the City’s Utility Center, 1705 Martin Avenue.
