Senior Electric Utility Engineer - Contracts (730B)
 
Education and Experience
Graduation from an accredited college or university with: a) Bachelor's Degree in Electrical Engineering and three (3) years experience in electric utility engineering work, or b) a Bachelor's Degree in Engineering and four (4) years experience doing electric utility engineering work. In lieu of a degree in engineering, ten (10) years experience doing electric utility engineering work and proof of receipt of an Engineer-In-Training certificate is also acceptable. A Master's Degree in electrical, mechanical or civil engineering from an accredited college may be substituted for one year of experience. Candidates from a non-accredited college or university must demonstrate equivalency by registration as a professional electrical, mechanical or civil engineer in the State of California.
 
License
Possession of an appropriate valid California Driver's license.
 
Distinguishing Characteristics
An incumbent in this position will be assigned engineering work required to support utility contracts as staff to the joint projects group or other divisions in the Electric Utility Department. Other electric utility engineering work may be assigned as necessary, including the responsibilities of other Senior Electric Utility Engineer classifications.
 
Typical Duties
Plans, directs, coordinates and performs (or assists in) the planning, negotiation, implementation, interpretation and administration of contracts including: short and long term power resource contracts, transmission contracts, inter-utility operating contracts, natural gas transport and commodity contracts, and joint powers agency contracts. Performs analysis required to support contract negotiation and implementation. Prepares or directs the preparation of operating procedures and necessary reports. Attends and participates in meetings with representatives of other participants in joint projects. Provides customer assistance and information to other City Departments on technical and contractual matters relevant to electric utility operation. May act as resident engineer during project construction, major maintenance activities or significant studies/projects of a similar nature. May direct preparation of, or prepare, input for Department budget. Does related work as required.
 
Knowledge, Skills, and Abilities
Thorough knowledge of the theory and practice of electric utility resource and transmission contract negotiation and implementation. Knowledge of the theory of electric utility operation (e.g. generation, transmission and distribution of three phase alternating current power). Working understanding and familiarity with the engineering principles, practices, procedures, materials and equipment used in the planning, design, cost estimation, technical and economic analysis, construction, operation, repair and maintenance of electric utility generation, substation, transmission, distribution, street lighting, metering and other facilities. Knowledge of principles of supervision and personnel administration. Good ability to understand and follow oral and written instructions and to analyze engineering problems, calculate and report solutions. Good ability to effectively interface with the general public including customers and other City employees.
