The General Plan contains City policies regarding
the long-term, physical development and maintenance of the community
and provides guidelines for individual public and private development
activities. The Plan, encompassing both a text document and
a Land Use Map, establishes desired land uses and density of
development and defines suitable transportation and public facility
improvements needed throughout the City.
Amendments to the General Plan can be initiated by the City
Council, the Planning Commission, staff or property owners.
Property owners can request an amendment through submittal of
an application and associated fee (see Planning Application
Fee Schedule) to the Permit Center in City Hall.
The proposed amendment is circulated to certain public agencies
for comment in accordance with Section 65352 of the California
Government Code. Following staff analysis of the proposed
amendment, a noticed public hearing is scheduled before the
Planning Commission. The Commission recommendation is then
forwarded to the City Council for final consideration. If
the General Plan request is adopted by the Council, the appropriate
changes in the Land Use Element Map and/or General Plan text
are made.
