The City of Santa Clara encourages the community to participate in public meetings. Public meetings may be held in a hybrid format (with both in-person and online attendance options), virtually (completely online), or in-person only. Scoping Meeting & Community Outreach Meeting - 4160-4230 Network Circle Proposed Development

Valley Oak Partners invites you to an in-person and online (remote participation) scoping and community outreach meeting on Monday, August 3, 2026, at 5:30-7:30 p.m. The Community meeting will commence immediately after the Scoping Meeting is finished. The proposed development is a new residential community totaling 584 units including: 120 affordable apartment units, 416 townhomes in 3 distinct neighborhoods, and 48 single-family homes, located at 4160 – 4230 Network Circle, Santa Clara 95054 (APN: 097-08-058).

In addition, the project proposes three new parks totaling approximately 7 acres: Lafeyette Street Public Park in the western portion of the project site includes active amenities such a playground, multi-use field, and recreational spaces;  Clocktower Park in the northern portion of the project site includes two large lawn/meadow spaces, an outdoor picnic area, and other amenities; and Greenway Park in the central and southern portions of the project site is a linear park that connects all the neighborhoods and parks together and also includes open lawn spaces and community gardens.

The project is separate from and excludes the Agnews Historic Park. No development is proposed for the Agnews Historic Park. City Staff will be in attendance to accept feedback. For more information, view the project webpage.
