Santa Clara City Manager Issues Statement on Lifting Citywide Curfew while Maintaining Vigilance

Statement from City Manager Deanna J. Santana – The City of Santa Clara has lifted the order that established a citywide curfew effective May 31, 2020 from 8:30 p.m. to 5 a.m. While two businesses – Walgreens and Skechers - experienced some vandalism Monday night, June 1, the eminent threat of larger scale looting throughout Santa Clara can now be managed through regular police authority. The local state of emergency remains in effect as the City maintains vigilance and the ability to respond quickly to any threats to public safety.    

Issuing the curfew was a decision made with the utmost care for the safety and well-being of the residents, businesses and employees of the City of Santa Clara. At the time of issuance, there was already observed looting in Santa Clara and credible intelligence of larger scale activity at Westfield Valley Fair and Santana Row shopping districts. Given that Santa Clara has many shopping districts throughout the entire city, having fewer people out at night puts fewer people at risk as we worked to preserve safety at various potential locations for looting or civil unrest.

The rapidly changing situation and legitimate threats of looting required immediate action. As Santa Clarans know, every second counts in being able to respond effectively to emergency situations such as when peaceful protests get overtaken by unlawful gatherings. A citywide curfew allowed the Police Department to preserve limited resources for responding to large-scale incidents. Because San José and Santa Clara were working at our shared city borders, we aligned to their curfew.

Due to the COVID-19 pandemic, we are already under public health orders to maximize sheltering in place. If there is a threat of looting or raiding businesses, the Santa Clara Police Department will utilize its police powers to establish perimeters limiting access so that police officers can maintain safety for residents while enforcing the law.
