City Service Options Available Online, by Mail and by Phone

Online ServicesThe City of Santa Clara encourages use of online and phone services to interact with City staff to reduce potential exposure to the novel coronavirus (COVID-19), especially for those individuals who are at higher risk of severe illness.

Using our online and phone services listed below will help ensure the City’s continuity of essential operations in response to this emerging public-health threat.

City Reference Line

The City launched a reference line for residents who have questions about City services and programs as well as Santa Clara City Library reference and circulation questions. Library staff will respond to calls about City service questions.

Santa Clara’s Mobile App

Connect with us on MySantaClara, the City’s mobile app. MySantaClara is a great way to access many different City services and report problems in the community. Residents can submit service requests that get routed to City staff.

Utility & Financial Services 

The Finance Department offers multiple payment services to customers online, phone, mail, drop box and in person.

Online Payment for Utility Bills

To set up a free, online utility account, visit: https://mua.santaclaraca.gov/CC/connect/registration/cis/RegistrationForm.xml

Once an account has been set up, you can make a one-time payment with your credit card and/or sign up for recurring payment options by using either a credit card and/or direct payment through your saving/checking account. The City accepts home banking payments for customers that prefer to home bank through their personal financial institution or bank. Check with your bank for details.

Pay by Phone Options for Utility Bill Payments

Self-serve through our Interactive Voice Response system. Pay with your credit card (VISA, MasterCard, American Express, or Discover) over the phone anytime day or night, 408-615-2300.

If you have a question about your utility bill before you pay, please contact our customer service representatives by calling 408-615-2300 between the hours 8 a.m.– 4:55 p.m. Monday through Friday.

Online Payment for Business Tax

Community Development Services 

The Community Development Department offers full services to customers through online and phone communications for Building, Planning and Housing services.

On-site building inspections are limited except for immediate life safety concerns and to support new housing construction. 

Code Enforcement
Due to the COVID-19 outbreak, the City of Santa Clara Community Development Code Enforcement Department has been reduced to essential personnel and services only. If you have a life health, or safety issue related to Code Enforcement requiring attention please call 408-615-2450. If you have received an enforcement letter or citation, please be advised that extensions will be automatically granted until further notice.

The Housing & Community Services Division administers the City’s affordable housing programs and is responsible for identifying affordable housing development opportunities in Santa Clara. This Division produces a resource guide of local resources for lower income or unsheltered residents, helps provide accessibility assistance for low income homeowners and supports many nonprofit agencies in the City.

Permit Services
New permit applications are being accepted electronically online. For more information or to schedule an appointment to drop-off an application, contact the divisions below.

  • Public Works permit applications may be submitted by email to engineering@santaclaraca.gov Phone: 408-615-3000
  • Silicon Valley Power permit applications may be submitted by email to info@siliconvalleypower.com Phone: 408-615-6600. Silicon Valley Power on-site inspections are limited and available to support essential infrastructure (as allowed under the County Order). Inspection appointments may be made by phone at 408-615-5630.

The City is not currently providing over-the-counter plan review services. Planning services provide public information (e.g., Zoning Code requirements for new development, information about pending applications for new projects) and processing of planning permit applications. We can provide these services remotely, including submittal of new applications for planning permits.
