Lobbyist Regulations & Forms

In addition to California state law regarding lobbyist activities, certain cities, counties and special districts have separate laws regulating lobbying activities, which is typically defined as influencing or attempting to influence a city official with regard to legislative or administrative action of the city.  These laws do not limit the amount of lobbying that can occur, but may nonetheless impact the ways in which individuals and organizations interact with public officials. 

The City of Santa Clara has won many accolades for its programs fostering "government at its best" which promotes transparency and openness of government.  In efforts to provide a transparent government, the City adopted Ordinance No. 1949 "Regulating of Lobbying Activities" in January 2016.  This ordinance requires lobbyists participating in lobbying activity in Santa Clara to register with the City Clerk's Office.  Members of the public will be able to search for lobbyists filings through our Netfile portal.
