COVID-19 Operations and Service Delivery
Based on the County of Santa Clara Public Health Department’s orders to slow down the spread of the novel coronavirus (COVID-19) in the County, the City has implemented several service changes. While the City is continuing to perform the review of Planning and Building Permit applications, beginning March 17, 2020 and through April 7, 2020, the City is not providing “over the counter” services, City Hall is temporarily closed for all walk-in services.
The Community Development Department is transitioning to a remote service delivery model with an emphasis on conducting our business by telephone, email, and virtual meetings. Please visit each divisions web page for more detailed information.
Notice of Fee Changes and Building Code Adoption
The mission of the Community Development Department is to enhance the community’s safety, welfare, quality of life and economic opportunities by providing advanced planning, development review, permitting and inspection services, as well as administration of programs related to affordable housing.
Permit Center Main Line: 408-615-2420
Permit Services issues building permits and checks building plans to enforce local and State laws related to building construction, maintenance, use, repair and rehabilitation. This includes enforcement of state mandated energy conservation, disabled access, and housing laws.
Building Main Line: 408-615-2440
Building Services provides inspections after a building permit has been issued for building construction to ensure compliance with approved plans. Inspection services are provided for new residential, commercial and industrial buildings, as well as building additions, remodels, repairs and changes in use.

Planning Service includes providing public information (e.g., Zoning Code requirements for new development, information about pending applications for new projects) and processing of Planning permit applications. We can provide these services remotely, including submittal of new applications for planning permits. Please contact us for more information.

The Housing & Community Services Division administers the City’s affordable housing programs and is responsible for identifying affordable housing development opportunities in Santa Clara.
