Building Electrification and Electric Vehicle Reach Codes

The City of Santa Clara and Silicon Valley Power support California’s march toward carbon neutrality by adopting building codes that will result in safer and more energy efficient buildings, increase our electric vehicle charging infrastructure and reduce our carbon footprint. Reach Codes that promote and incentivize energy efficiency and electrification in buildings allow cities the ability to lead the way to a healthier and more sustainable future.

What are Reach Codes?

Every three years, cities and counties across the state adopt the new Building Standards Code (Standards) or Title 24 of the California Code of Regulations. Reach Codes are local building energy codes that “reach” beyond the state minimum requirements for energy use in building design and construction. By doing so, opportunities are created for local governments to pave the way on clean air, climate solutions and renewable energy opportunities, while creating a road map for other local government agencies to take action as well.

Building Services provides inspections after a building permit has been issued for building construction to ensure compliance with approved plans. Inspection services are provided for new residential, commercial and industrial buildings, as well as building additions, remodels, repairs and changes in use.

Planning Services

Planning Service includes providing public information (e.g., Zoning Code requirements for new development, information about pending applications for new projects) and processing of Planning permit applications. The Housing & Community Services Division administers the City’s affordable housing programs and is responsible for identifying affordable housing development opportunities in Santa Clara. The Department of Public Works manages the City’s Street Encroachment Permit Program, reviews/approves Public Improvement Plans, Subdivision Maps, and Title Documents, provides feedback to Planning Services on requirements on new entitlements, and provides inspection services for construction work in City streets. Please contact Public Works if you have questions about our services, are actively working with Public Works staff on your projects, or would like to submit new permit applications for our review. We are actively working to provide these services remotely.

Silicon Valley Power (SVP) is the not-for-profit municipal electric utility owned and operated by the City of Santa Clara. Please contact SVP if you have questions about any of our services and programs, including SVP Fiber Enterprise (dark fiber services) or are currently working with SVP staff on your development projects. The SVP customer development staff which supports housing and other development will be working remotely using VPN access and have the ability to participate on web based teleconferencing services such as WebEx and Zoom. SVP will continue to support pdf submittals. Customers should contact SVP via email for more information on our development services and programs.

Existing Building Applications

  1. If you originally submitted plans via the Online Permit Center and are responding to comments, you may do so through the Online Permit Center.
  2. If your permit is currently ACTIVE and you wish to submit a revision, please email your drawings or send a link to download files to permitcenter@santaclaraca.gov.   
  3. If you originally submitted in person and need to submit revisions or if you are responding to comments, please email your drawings or send a link to download files to permitcenter@santaclaraca.gov.   
  4. Please include the  corresponding submittal form for all resubmittals (response to comments) and revisions. (Building/Structural Submittal form and/ or Mechanical, Electrical, Plumbing Submittal form)

Over the Counter (Permits and Plan Review)

The City of Santa Clara is not currently providing “over the counter” plan review services. Permits and plan review that would have previously been reviewed at the permit center counter may be submitted per the procedures above for new permit applications and will be processed on an expedited timeline.

Building Inspections

All on-site building inspections are available at this time, provided that construction projects follow the County of Santa Clara's Construction Project Safety Protocols. Inspections may be scheduled online here or by calling (408) 615-2400.

Silicon Valley Power Inspections

Limited on-site inspections are available related to support Essential Infrastructure (as allowed under the County Order).

Code Enforcement

Due to the COVID-19 outbreak, the City of Santa Clara Community Development Code Enforcement Department has been reduced to essential personnel and services only. Only Life, Health, and Safety Issues will be addressed at this time, on a case-by-case basis. If you have a Life Health, or Safety issue related to Code Enforcement requiring attention please call 408-615-2450.

If you have received an enforcement letter or citation, please be advised that extensions will be automatically granted until further notice.

Notice of Fee Changes and 2019 Building Code Adoption 

The 2019 California Building code will become effective on January 1, 2020.

The new Municipal Fee Schedule will become effective on January 20, 2020.

Permit Services issues building permits and checks building plans to enforce local and State laws related to building construction, maintenance, use, repair and rehabilitation. This includes enforcement of state mandated energy conservation, disabled access, and housing laws.
