Notice of Fee Changes and 2019 Building Code Adoption 

The 2019 California Building code will become effective on January 1, 2020.

The new Municipal Fee Schedule will become effective on January 20, 2020.

Effective July 1, 2019, all applicants requesting a demolition permit must submit a PCB Screening Assessment Form. Please click here for additional information.  

Division Mission

To regulate and control the design, construction, quality of materials, use and occupancy, address, location and maintenance of all buildings and structures in order to safeguard life, health, property and public welfare.


The Building Division is located at 1500 Warburton Ave. The Division administers City and State regulations for the design, construction and use and occupancy of all buildings under its jurisdiction in the City of Santa Clara. The Division provides the following services:

Permit Services issues building permits and checks building plans to enforce local and State laws related to building construction, maintenance, use, repair and rehabilitation. This includes enforcement of state mandated energy conservation, disabled access, and housing laws.

Building Services provides inspections after a building permit has been issued for building construction to ensure compliance with approved plans. Inspection services are provided for new residential, commercial and industrial buildings, as well as building additions, remodels, repairs and changes in use.

Housing Inspection Services provides enforcement of the adopted Housing Code to maintain a healthy, safe and clean environment and handles business license approvals that involve change in occupancies.
