Building Services provides inspections after a building permit has been issued for building construction to ensure compliance with approved plans. Inspection services are provided for new residential, commercial and industrial buildings, as well as building additions, remodels, repairs and changes in use.
Planning Main Line:408-615-2450
Planning Service includes providing public information (e.g., Zoning Code requirements for new development, information about pending applications for new projects) and processing of Planning permit applications. We can provide these services remotely, including submittal of new applications for planning permits. Please contact us for more information.
Housing and Community Services
Housing Main Line:408-615-2490
The Housing & Community Services Division administers the City’s affordable housing programs and is responsible for identifying affordable housing development opportunities in Santa Clara. Please contact this Division if you are interested in undertaking an affordable housing development within Santa Clara or are seeking information on programs or services currently available for Santa Clara residents.
Public Works Services
The Department of Public Works manages the City’s Street Encroachment Permit Program, reviews/approves Public Improvement Plans, Subdivision Maps, and Title Documents, provides feedback to Planning Services on requirements on new entitlements, and provides inspection services for construction work in City streets. Please contact Public Works if you have questions about our services, are actively working with Public Works staff on your projects, or would like to submit new permit applications for our review. We are actively working to provide these services remotely.
Silicon Valley Power
Silicon Valley Power (SVP) is the not-for-profit municipal electric utility owned and operated by the City of Santa Clara. Please contact SVP if you have questions about any of our services and programs, including SVP Fiber Enterprise (dark fiber services) or are currently working with SVP staff on your development projects. The SVP customer development staff which supports housing and other development will be working remotely using VPN access and have the ability to participate on web based teleconferencing services such as WebEx and Zoom. SVP will continue to support pdf submittals. Customers should contact SVP via email for more information on our development services and programs.

Over the Counter (Permits and Plan Review)
The City of Santa Clara is not currently providing “over the counter” plan review services. Permits and plan review that would have previously been reviewed at the permit center counter may be submitted per the procedures above for new permit applications and will be processed on an expedited timeline.
ONLY IMMEDIATE LIFE SAFETY, RESIDENTIAL PROJECT, AND DATA CENTER on-site building inspections are available at this time.

Silicon Valley Power Inspections
Limited on-site inspections are available related to support Essential Infrastructure (as allowed under the County Order).
Due to the COVID-19 outbreak, the City of Santa Clara Community Development Code Enforcement Department has been reduced to essential personnel and services only. Only Life, Health, and Safety Issues will be addressed at this time, on a case-by-case basis. If you have a Life Health, or Safety issue related to Code Enforcement requiring attention please call 408-615-2450.
If you have received an enforcement letter or citation, please be advised that extensions will be automatically granted until further notice.
The Permit Center is located in City Hall, 1500 Warburton Avenue in Santa Clara. It was designed with a vision of premier customer service, focused in a single location, combined with highly trained employees, advanced technology, and a constantly improving review and approval process. The Center was designed by the people who use it, the customers and the employees, and integrates successful experience from other centers. We have geared our Permit Center to provide as many "over-the-counter" reviews as possible, and to consolidate those reviews into fewer steps. Customers who used to walk from office to office to obtain information or approvals, standing in different lines, now generally visit only one office where they are greeted by a Permit Technician who will help them to obtain the proper reviews. Streamlined procedures have reduced the amount of time and the number of people required to process many projects. Single Point Contacts, a Santa Clara concept, assist applicants in proceeding through complicated projects requiring multiple reviews and public hearings.

Santa Clara serves a broad range of customers in the permitting process, from homeowners and contractors with small additions, to developers and businesses with large and very complex projects. The Permit Center has been designed to serve all our customers with any size project and a variety of service needs.
Permit Center Customer Service Information
The Permit Center is open Monday through Friday except for holidays.
- Permit Center Business Hours: 8 a.m. to noon and 1 p.m. to 5 p.m. (except the 1st and 3rd Thursdays of each month when staff meetings are held from 8:45 a.m. - 9:45 a.m. and staff are not available)
- The Permit Center is closed for lunch from noon to 1 p.m.
- General permits are issued: 8 a.m. to 11:30 a.m. and 1 p.m. to 4:00 p.m.
- Plans Examiners' Office Hours: 8:30 a.m. to 11:45 a.m. and 1 p.m. to 4:30 p.m.
- Building Inspectors' Office Hours: 8:30 a.m. to 9 a.m. or by appointment. Please call 408-615-2440.
- Fire Prevention Office (1675 Lincoln Street): Please call to set up an appointment 408-615-4970.
- Planning Staff Hours: 8 a.m. to noon and 1 p.m. to 5 p.m., except during Planning Staff Meetings held on Thursday mornings. Please call 408-615-2450 for meeting times
