Neighborhood Conservation & Improvement Program (NCIP)

The NCIP is a program that offers technical and financial assistance to qualified homeowners. It aims to improve the habitability and use of residences in the City of Santa Clara.

NCIP is designed for households in the City with gross incomes at or below 80% of the County’s median household income. Per the U.S. Department of Housing and Urban Development, the table below lists the guidelines by household size and maximum income level.

More Program Details

How does the NCIP improve homes?

The NCIP addresses building/housing code deficiencies, reduces hazardous conditions, and helps meet accessibility needs.

Grant funding could be available for minor home repairs. Major repairs could be eligible for low-interest, deferred-payment loans. Some repairs/modifications that may be addressed through NCIP are:

re-roofing
plumbing
heating/cooling
electrical
termite damage
weatherproofing
accessibility improvements such as:
- ramps and/or lifts*
- grab bars and altered toilets*
- bathtubs/showers
- replacing doorknobs with lever or octagonal handles
- sliding doors
- appropriate floor coverings
- removal of materials and/or architectural barriers
- lowered light switches

*This can be done as part of an NCIP loan if other home repairs are being done or apply for a grant through Rebuilding Together Silicon Valley.

Who benefits?

Both the homeowner and the City benefit from participating in NCIP. The City has helped more than 1,600 homeowners to repair and increase their home values through NCIP since 1976.

Types of Assistance

Minor Repair Grant

Housing & Community Services has partnered with Rebuilding Together Silicon Valley (RTSV) to create a grant program for minor repairs. This is how the program works:

After checking eligibility, RTSV will do a home assessment and work with the homeowner to create a scope of work.
The work will be done by qualified contractors and supervised by RTSV.
Depending on funding availability, grants may be offered on a first-come, first-served basis.

Major Repair Loan

Housing & Community Services can provide low-interest, deferred payment loans for homes needing major repairs.

How the Program Works

After checking eligibility, City staff will help individual homeowners identify:
- the major rehabilitation needs
- ways to save energy and water
- a qualified contractor
City staff will give financial and technical assistance and will oversee the construction process.
The loan amounts will vary based on the scope of work. Funding will be offered on a first-come, first-served basis, depending on fund availability.
