Permitting for Historic Properties

Properties that have been surveyed and determined to have historic value may be added to the City's Historic Resources Inventory (HRI) (PDF) by the City Council. Properties listed on the HRI are subject to additional permitting requirements when owners propose to renovate, remodel, or expand them. These projects require a Significant Property Alteration (SPA) Permit.

Permitting Requirements

Any major alteration to an HRI property requires a Major SPA Permit. A “major alteration” is any significant change that is subject to a Development Review Hearing per City Zoning Code, Chapter 18.120 (PDF).

Refer to the SPA Flowchart (PDF) for details on this process, but things to keep in mind are:

  • Major SPAs are reviewed by the Historical & Landmarks Commission, who provide recommendations to the Director of Community Development.
  • The Director of Community Development makes the final determination on all major SPAs.

The Application Process

Depending on the project scope, a review by the Historical & Landmarks Commission (HLC) may be required. The HLC advises the City Council on all matters regarding historical places and landmarks.
