Downtown Community Task Force (DCTF)
The Downtown Community Task Force (DCTF) was approved by the City Council at their meeting on December 4, 2018. The members of the DCTF include representation from a diverse range of backgrounds and perspectives including the Old Quad Residents Association, Reclaiming Our Downtown, Santa Clara University, and the Historical and Cultural Commissions. The DCTF is advisory, non-voting and will meet over the course of the Downtown Precise Plan planning process to provide input on the vision, land use, circulation, and urban design aspects of the Plan, as well as key policy issues.
While participation in the DCTF meetings will be limited to appointees, the meetings will be public and members of the community will have an opportunity to provide input at the meetings.
DCTF Meeting #1
The first DCTF meeting occurred on Thursday, December 20, 2018 from 6 p.m. to 8 p.m. at Santa Clara City Hall in the Council Chambers (1500 Warburton Avenue). The purpose of this meeting was to allow the DCTF to review and comment on the draft scope of work for the consultant Request for Qualifications (RFQ).
DCTF Meeting #2
The second DCTF meeting occurred on Tuesday, July 23, 2019 from 6 p.m. to 8 p.m. at Santa Clara City Hall in the Council Chambers (1500 Warburton Avenue). The purpose of the meeting was to review topics/items of discussion for future Task Force meetings and update on the Precise Plan consultant selection process and work scope.
DCTF Meeting #3
The third DCTF meeting occurred on Wednesday, October 2, 2019 from 6 p.m. to 8 p.m. in the Santa Clara City Hall Council Chambers. The purpose of the meeting was to review outcomes of the community outreach previously conducted on the Downtown. In 2015 and 2017 a series of meetings were held with the community to discuss and seek input from them on their vision for downtown development.
DCTF Meeting #4
The fourth DCTF meeting occurred on Wednesday, October 30, 2019 at 6 p.m. in the Santa Clara City Hall Council Chambers. The purpose of the meeting was for the DCTF to meet the consultant team and discuss the project outlook.
DCTF Meeting #5
The fifth meeting occurred on Monday, February 3, 2020 at 6 p.m. in the Santa Clara City Hall Council Chambers. The purpose of the meeting was to review existing conditions, opportunities and constraints, community input thus far, and to present an initial land use framework for discussion.
DCTF Meeting #6
The sixth meeting occurred on Tuesday, March 9, 2020 at 6 p.m. in the Santa Clara City Hall Council Chambers. The purpose of the meeting was to provide information followed by a discussion on development density and market realities; parking ratios and access strategies; form based codes; making downtown attractive to developer, and how all of these topics start to shape options for the land use framework for Downtown.
DCTF Meeting #7
DCTF meeting #7 was held via Zoom on Thursday, September 10, 2020 from 6:00 to 8:00 pm. This was the first meeting of the DCTF since March 2020. At this meeting the DCTF reviewed their draft meeting schedule and the Precise Plan schedule moving forward.

DCTF meeting #8 was held via Zoom on Thursday, September 24, 2020 from 6:00 to 8:00 pm. At this meeting the DCTF reviewed information on Financial Feasibility and Infrastructure and Public Realm Improvements. The following are the meeting materials and video recording.

DCTF Meeting #9

DCTF meeting #11 was held via Zoom on Thursday, December 17, 2020 at 6:00 pm. At this meeting the DCTF reviewed and discussed their comments on the preferred land use plan activity from the November 19, 2020 meeting and reviewed the scope of work and budget for the Precise Plan. DCTF meeting #12 was held via Zoom on Thursday, January 21, 2021 at 6:00 pm. At this meeting the DCTF was presented general information about transportation in the Downtown area and was given a presentation on a proposed project located at 906 Monroe Street.
