Adopted El Camino Real Specific Plan
On May 19, 2026, Santa Clara City Council adopted the El Camino Real (ECR) Specific Plan, marking a significant milestone in the future of one of the City’s most important and historical regional corridors.
The adopted Plan creates a long-term vision for approximately 250 acres along El Camino Real from Pratt Place to the Santa Clara/Sunnyvale city limits, supporting a more walkable, tree-lined, transit-oriented corridor with a mix of housing, retail, public improvements and up to 4,390 new residential units. The ECR Specific Plan allows for streamlined development review, objective design standards and certainty of entitlement process to benefit economic development.
City staff refined the ECR Specific Plan through additional community engagement, coordination, and environmental review.
Draft Revisions and Process
A draft of the Plan was previously considered for adoption in 2021. The City Council did not take action on this Plan and directed City staff to modify the draft to reduce residential density and maximum building heights. Working with the Specific Plan consultant and the community, City staff completed the requested revisions and presented the updated Plan to the Planning Commission, which recommended its adoption to the City Council.

Environmental Review / California Environmental Quality Act (CEQA)
The City has prepared and certified an Environmental Impact Report (EIR), which can be reviewed by visiting the El Camino Real Specific Plan Revision (CEQA) website.
