MenuEl Camino Real Specific Plan Revision
Background
The El Camino Real is the City’s most visible and identifiable commercial corridor. The City’s General Plan vision for El Camino Real is to transform the Focus Area from a series of automobile-oriented strip malls to a tree-lined, pedestrian and transit-oriented corridor with a mix of residential and retail uses. The purpose of the development of a Specific Plan for the corridor is to refine and implement the General Plan vision for the area by creating goals, policies, and design standards for future development within the Plan boundary.
Draft Revisions and Process
A draft of the El Camino Real (ECR) Specific Plan was previously considered for adoption in 2021. The City Council did not take action on this Plan and directed City staff to modify the Plan to reduce residential density and maximum building heights. City staff, working with the Specific Plan consultant, have completed the revisions to the Plan.

Meetings and Public Hearings
Environmental Review / California Environmental Quality Act (CEQA)
The City prepared a Draft EIR, which is available for review. Comments may be filed with the City in response to the preparation of the Draft EIR, within the 45-day review period between Friday, December 12, 2025 and Monday, January 26, 2026, pursuant to Section 15087 of the CEQA Guidelines.
