Master Plans are long-term strategic guides that establish a vision and guide future growth, development and decision-making across a wide range of areas or projects. The Santa Clara Parks & Recreation Department uses these plans to support continuous improvement. Once adopted, they serve as a roadmap to enhance parks and facilities, expand programs and services and support a high quality of life for the community.
What is the Parks & Recreation Master Plan?
The Parks & Recreation Master Plan is a comprehensive framework that will guide the future of Santa Clara’s parks, facilities and recreational services over the next 10 to 15 years. Developed in partnership with consultant Wallace Roberts & Todd, LLC and shaped by input from more than 1,800 community members, it outlines how the City will improve, protect and expand its parks and recreation system while continuing to meet the public's needs now and in the future.
Recognizing that opportunities for new parkland are limited in a built-out city, the plan explores innovative strategies to expand access to parks and recreation, including partnerships with local school districts, redevelopment opportunities, improvements to aquatic facilities and planning for future indoor recreation spaces. Grounded in community input and equity, the plan aims to ensure residents of all ages and abilities have meaningful access to high-quality parks, programs and recreational opportunities throughout Santa Clara.
The Santa Clara City Council officially adopted the final Parks and Recreation Master Plan on May 5, 2026.
