ISC Status Updates
Due to facility conditions, the International Swim Center was closed in January 2024. This site provides inspection reports, City Council updates and the most recent community update.
August 25, 2025
Since the June 30, 2025 project update, Amendment No. 3 with LPA, Inc. for detailed construction design has been fully executed, and 75% Construction Drawings are underway.
Upon receipt of the 75% Construction Drawings, Adams Pool Solutions and MS Construction will review and provide 75% bid and timeline estimates. Comprehensive construction bid and full agreement execution will be finalized by late-November, at which time staff anticipates returning to City Council for additional budget appropriation of Measure I General Obligation Bond funding.
Staff met with Bond Counsel on Measure I General Obligation Bond options relative to the ISC rehabilitation project. In order to qualify for the lowest bond percentage rate, Bond Counsel recommended that the City establish Aquatics Facility User Categories and Priorities and an associated Aquatics Facility Fee Rate Schedule.
As part of the user category, priority, and fee establishment process, staff met several times with the local youth non-profit aquatics user groups. To maintain consistency and transparency, the process and outcomes were modeled after the Field User Categories, Field User Priorities, and Fee structure recently approved by City Council earlier this year. Staff will present this information to the Parks & Recreation Commission in October and the City Council in November/December.
Below is a snapshot of our projected timeline through early-2026:
September, 2025
- 9/18 - Receive 75% Construction drawings from LPA, Inc. (LPA) and distribute to Adams and MS Construction
- 9/19 - Submit 75% Construction drawings to Santa Clara County (SCC) for comment and preliminary approval
- 9/24 – City staff project workshop with various departments for design comments
- By 9/30 - Meet with aquatics user groups on project renderings and support documents
October, 2025
- 10/9 – Receive 95% Construction Drawings from LPA and distribute to Joint Venture
- 10/15 – City staff project workshop with various departments for design comments
- 10/20 – Parks & Recreation Commission meeting for Aquatics Facility User Categories, Aquatics User Priorities for Use, and Aquatics Facility Fee Structure
- 10/30 – LPA to provide 100% Construction Drawings
- 10/31 – Submit Construction Drawings for Building and Fire permits
- 10/31 – Submit 100% Construction Drawings to SCC for approval
November, 2025
- 11/18 - City Council meeting on Aquatics Facility User Categories, Aquatics User Priorities for Use and Aquatics Facility Fee Structure
- 11/20 – Receive construction cost and timeline from Joint Venture
December, 2025
- 12/9 – City Council meeting for budget amendment and agreement
- 12/18 – Agreement sent to contractor for final review and execution
January, 2026
- 1/16 – Full agreement execution
February, 2026
- 2/2 - Demolition of existing administration building and grading to serve as project staging site, and begin dive tower, pool, and pump house construction
