Todd Cummins was hired by the Santa Clara Police Department on February 1, 1994. He attended the Evergreen College basic police academy, where upon graduating he was awarded Top Academic and Top Recruit. Todd worked as a patrol officer in the Field Operations Division and as an undercover narcotics detective in the Investigations Division. Todd was an instructor in the Citizens Police Academy and an in-house instructor for newly hired officers.
Todd was promoted to the rank of Sergeant on December 24, 2000. He worked as a patrol sergeant and a K-9 sergeant in the Field Operations Division. Todd also worked as a motor sergeant in the Traffic Unit. Todd returned to the undercover narcotics unit as the supervisor in the Investigations Division. During this time Todd received a commendation from the San Jose DEA Office for “Outstanding contributions in the field of drug law enforcement.” The City of Santa Clara “Distinguished service Award” and the San Jose Police Department “Outstanding Police Duty Award” for his participation in a year-long undercover operation. Todd then moved to the position of Person Crimes Detective in the Investigations Division. Todd successfully investigated homicide, robbery, rape, child death and officer involved shooting cases. Todd continued to teach in-house classes as well as narcotics and vice classes to outside agencies.
On February 16, 2014, Todd was promoted to the rank of Lieutenant and was assigned to the Field Operations Division as a Watch Commander for three years. In 2017, he was rotated to the Investigations Division where he supervised detectives and managed high-profile investigations. After two years of success, Todd rotated to the Administrations Division where he became the departments Public Information Officer and supervised the Community Service Unit.
On August 11, 2019, Todd was promoted to the rank of Captain and has been assigned to the Investigation Division. Todd possesses his Bachelor of Science degree and he is a graduate of the FBI National Academy (Class 270) in Quantico Virginia.
