On November 13, 2018, the City Council approved the Tasman East Specific Plan (Specific Plan). This Specific Plan sets the vision for redeveloping 45 acres east of the Great America Transit Center into a walkable, transit-friendly neighborhood.

The Specific Plan provides an additional 5,403 new residential home units near jobs and public transit. It also includes about 100,000 square feet of retail shops and 10 acres of open space, including a community garden, a public plaza, pocket parks, paseos, and other outdoor recreation areas.

Tasman East Specific Plan Infrastructure Impact Fee 

In coordination with the developers within the Specific Plan, the City established the Tasman East Specific Plan Infrastructure Impact Fee. This fee helps fund shared infrastructure needed to serve the area and ensures that costs are distributed fairly among residential developments within the Specific Plan area.

The City prepared a nexus fee study which reviewed the cost of improvements such as:

• Traffic signals and traffic safety devices
• Pavement rehabilitation
• Sanitary sewer facilities
• Storm drainage facilities
• Potable and recycled water facilities

The fee study concluded that the total estimated cost of these infrastructure improvements was $30,289,894.  Based on this total cost, the Infrastructure Impact Fee was set at $6,731 per new residential unit within the Specific Plan area for fiscal year 2020-2021.

The Infrastructure Impact Fee is adjusted annually for inflation.
