Community Meetings
On October 10, the City held a hybrid Community meeting at the City’s Community Recreation Center and over Zoom to discuss the results of the study and receive Community input. Community outreach for the meeting was completed by mailing notification letters to properties fronting Los Olivos Drive and posting to the Nextdoor neighborhood.
Community Meeting #1: October 10, 2024
City Staff evaluated potential locations for permanent vehicle speed feedback signs and design considerations for Level 2 measures, including gateways, chokers, and chicanes. A survey was mailed to properties fronting Los Olivos Drive to gather consent for these measures with a submission deadline of Friday, December 13th, 2024.
The City received responses from 23 out of 55 properties. The proposed gateway treatments at Hart Avenue and Serra Avenue required 100% support from parcels within 100 feet of the proposed gateway locations. This threshold was not achieved; therefore, the gateway treatments will not be implemented.
Regarding radar speed sign placement, 12 property owners indicated support for installation adjacent to their property or vegetation. Based on this feedback, the City will proceed with the installation of two radar speed signs on Los Olivos Drive, one in each direction. The installation process will involve obtaining approvals and completing design and construction, with tentative installation anticipated by Summer 2025.
While some survey respondents requested consideration of an all-way stop at Los Olivos Drive and Serra Avenue, this measure will not be pursued. The California Manual on Uniform Traffic Control Devices (CA-MUTCD) specifically prohibits the use of stop signs for speed control purposes, and studies have shown that vehicles tend to increase speeds between stop signs. Furthermore, installation of unwarranted stop signs may result in reduced compliance.
