The South of Forest Traffic Calming Project is a comprehensive study of existing traffic conditions in the South of Forest Neighborhood, bounded by San Tomas Expressway, Forest Avenue, Winchester Boulevard, and Stevens Creek Boulevard.
The City has completed its traffic calming study for the South of Forest Neighborhood and the recommended improvements may be found in the Project Documents & Links section below. Based on the study results and recommended improvements, City staff are conducting Community outreach along three (3) roadways that met some or all criteria of the Neighborhood Traffic Calming Program (NTCP):
Dorcich Street
The City is recommending vehicle speed feedback signs on Dorcich Street due to meeting some of the NTCP criteria. Staff are continuing outreach to receive property owner consent.
Cypress Avenue
The City is recommending vehicle speed feedback signs on Cypress Avenue due to meeting some of the NTCP criteria. Staff are continuing outreach to receive property owner consent.
Harold Avenue
The City is recommending various traffic calming measures on Harold Avenue due to meeting all of the NTCP criteria:
- Vehicle Speed Feedback Sign
- Individual properties support, not pursuing option at this time in favor of speed humps
- Chokers
- 70% support on Harold Ave NOT met
- 100% support within 100 feet of locations NOT met
- Not pursuing option any further
- Speed Humps
- 70% support on Harold Ave met
- 100% support within 100 feet of locations NOT met

- As outlined in the NTCP, traffic calming measures such as speed humps require City Council approval. City Staff plan to present to City Council the current situation on Harold Avenue in February 2026. Residents will be notified of the exact City Council Meeting date in advance.
