What is Vision Zero?
Vision Zero is a strategy to eliminate all traffic fatalities and severe injuries, while increasing safe mobility for all. Vision Zero recognizes that people will sometimes make mistakes, so the road system and related policies should be designed to ensure those inevitable mistakes do not result in severe injuries or fatalities. Vision Zero is a multidisciplinary approach, bringing together diverse and necessary stakeholders to address this complex problem.
Current Project Status
The City of Santa Clara released the Public Draft Vision Zero Action Plan for community review and comment on September 29, 2025. The City’s Bicycle & Pedestrian Advisory Committee (BPAC) reviewed and recommended the draft Vision Zero Action Plan for City Council’s adoption at the October 27, 2025 BPAC meeting. The public review period for the draft Plan is now closed. Thank you to everyone who shared their insights about safety issues in this project!
The City Council also provided feedback on the draft Plan at the November 18, 2025 Study Session. A written response to City Council and public comments will be posted on this page.
Staff is currently finalizing the Vision Zero Action Plan, and the final draft Plan will be considered for City Council adoption in Spring 2026.
