Why Cross-Connection Control?

The State Water Resources Control Board adopted the Cross-Connection Control Policy Handbook (CCCPH) July 1, 2024. The CCCPH aims to protect public health by establishing standards to ensure a public water system’s drinking water distribution system will not be subject to the backflow of liquids, gases or other substances.

The standards apply statewide as defined in California’s Health and Safety Code Section 116275 (h); compliance is mandatory. These recent changes may now require your property to have an approved backflow prevention device installed.

Water & Sewer Utilities’ Compliance Division administers the City’s cross-connection control program in coordination with the Community Development Department.

Who Must Comply?

If your property has a potential cross-connection or hazard such as those listed below, then it requires an approved backflow prevention device. 

  • Irrigation or swimming pools supplied by a separate water service or without a satisfactory air gap or anti-siphon device on the inlet line
  • Residential fire sprinkler systems
  • Premises with toxic material use or hazardous materials under pressure
  • Buildings of three (3) or more stories
  • Buildings with internal booster pump systems

Compliance

Annual testing and maintenance of backflow prevention assemblies ensure their proper operation.
