A Host City is responsible for providing a stadium for matches, additional facilities for team training and base camps, and location(s) for fan events. They are typically obligated to provide services at their own expense, which may include space for FIFA operations, security services for competition locations and other locations (e.g., training sites, team base camps, hotels, etc.), and to cover costs associated with providing and securing a Fan Fest location. A Host City’s duties can be administered by a government agency or a local organization formed for such purpose. The Bay Area Host Committee (BAHC) is the official “Host City” for the San Francisco Bay Area.

The BAHC is a 501(c)(6) entity and is responsible for pursuing, coordinating, and operating several global sporting events in the San Francisco Bay Area. Specific to Santa Clara, the BAHC served as the host for Super Bowl 50 and the 2019 College Football Playoff National Championship.

On May 23, 2023, the City Council and Stadium Authority Board adopted the following Guiding Principles for FWC26 Events: 

1. Professionally oversee FWC26 events in a manner that positively highlights the City of Santa Clara and celebrates the rich diversity of Santa Clara’s neighborhoods.
2. Attain reimbursement of all event costs, including public safety (pre- and post-event costs).
3. Ensure direct benefits to the Santa Clara community and Santa Clara businesses.
4. Plan and provide for communication and engagement with residential neighborhoods adjacent to Levi’s Stadium and other venues that will be utilized for large events.
5. Ensure specific benefits to and involvement of Santa Clara youth and adult soccer programs.
6. Seek revenue generating utilization of the Santa Clara Convention Center and other event and recreation spaces (including college and school facilities) in the City of Santa Clara without any impact to the General Fund.
7. Seek mitigation of City and Stadium Authority financial risks and liabilities.
8. Engage in transparent communication on pre-planning efforts, with periodic progress reports to the City Council, including reports published on the City’s website to promote engagement and awareness for residential neighborhoods adjacent to the Stadium and the City as a whole.
9. Pledge that the Santa Clara City Council, Stadium Authority Board, and City staff will follow the law, act ethically and transparently with the expectation that other parties do the same.

Consistent with the Guiding Principles for FWC26, the City of Santa Clara and Santa Clara Stadium Authority have entered into several agreements related to FWC26 with the BAHC and other parties. On May 23, 2023, the City Council and Stadium Authority Board authorized the City Manager/Executive Director and City Attorney/Stadium Authority Counsel to negotiate and execute an Information Sharing and Event Cooperation Agreement with BAHC, Forty Niners Stadium Management Company LLC, and FWC2026 US, Inc. 

In August 2024, the City and BAHC entered into an Interim Funding Agreement for FIFA Planning and Preparation Activities, which enabled the City to obtain reimbursement of preliminary event planning costs, including public safety, training, and equipment. 

On February 11, 2025, the City Council and Stadium Authority Board approved a FIFA World Cup 2026 Assignment and Assumption Agreement with BAHC, Forty Niners Stadium Management Company LLC, and Forty Niners SC Stadium Company, LLC, and a Guaranty of Certain 2026 FIFA World Cup Obligations with Forty Niners Football Company LLC. The FIFA World Cup Assignment and Assumption Agreement assigns obligations under the World Cup Stadium Agreement to BAHC and commits BAHC to reimburse the City for all event-related public safety costs. The Guaranty of Certain 2026 FIFA World Cup Obligations provides a financial guaranty for qualified event expenses reimbursement obligations, payments for field improvements, and third-party approval/buyout costs. 

Consistent with the City Council and Stadium Authority Board’s Guiding Principle #8 for FWC26 Events, regular updates on FWC26 event planning efforts are being provided to the City Council, Stadium Authority Board and the public to ensure community engagement and awareness.

Super Bowl LX and FIFA World Cup Cost and Reimbursement Dashboard 

The following dashboard outlines costs incurred by the City/Stadium Authority for Super Bowl LX and FIFA World Cup 2026 and cost reimbursements by the Bay Area Host Committee. This dashboard is updated on a rolling basis.

The Dashboard does not reflect BAHC’s Advanced Payment of $2,153,227 required under the League Event Agreement, which was deposited with the City on January 9, 2026.

These costs, which spread across Community Development, Police, and Office of Emergency Management, covered early planning meetings, research into operational impacts, as well as a review of Super Bowl 50 documents and costs that occurred after Levi’s Stadium was announced as the venue, but before interim funding agreements were in place. Under the FWC26 Assignment and Assumption Agreement and proposed SBLX League Event Agreement, these costs may be covered through surplus government funding after BAHC’s obligations are met; otherwise, they will be allocated to the Stadium Authority, consistent with past major Levi’s Stadium events.}
